Our Journey: From Recovery to Resilience
The establishment of U-PREPARE is the culmination of over a decade of dedicated efforts to secure Uttarakhand against natural hazards. Our journey has evolved from immediate post-disaster recovery to a forward-looking strategy focused on proactive climate resilience.
- Uttarakhand Disaster Recovery Project (UDRP): Following the devastating flash floods and landslides of June 2013, the Government of Uttarakhand, with support from the World Bank, launched the UDRP. This critical initiative focused on immediate relief and rebuilding—restoring housing, reinstating vital road networks and bridges, and reconstructing essential public buildings with a "Build Back Better" approach.
- UDRP - Additional Financing (UDRP-AF): To consolidate the gains made under the original UDRP and scale up comprehensive risk reduction, the UDRP-AF was introduced. This phase expanded the scope of work to include complex slope stabilization, riverbank protection, and the development of state-of-the-art infrastructure and training facilities for the State Disaster Response Force (SDRF). It marked a crucial shift toward strengthening the state's institutional capacity for disaster management.
- U-PREPARE (The Present Phase): Building upon the robust infrastructural and institutional foundations laid by UDRP and UDRP-AF, the current U-PREPARE project represents Uttarakhand's definitive transition from reactive recovery to proactive preparedness. Today, we are focused on future-proofing the state—enhancing climate-resilient infrastructure, combating forest fires, and empowering local communities to mitigate the impacts of a changing climate before disasters strike.
