Project Objectives

To achieve our mission of a resilient Uttarakhand, the U-PREPARE project is driven by the following core objectives:

  • Enhance Infrastructure Resilience: To upgrade and build climate and disaster-resilient public infrastructure (such as bridges, roads, and critical facilities) to ensure they can withstand extreme weather events and maintain critical connectivity.
  • Strengthen Emergency Preparedness: To modernize and expand the state's capacity for emergency response through the procurement of advanced rescue equipment, early warning systems, and streamlined disaster management protocols.
  • Mitigate Forest Fire Risks: To implement comprehensive, community-driven forest fire risk management strategies that protect the fragile Himalayan biodiversity, reduce environmental degradation, and explore sustainable carbon finance mechanisms.
  • Empower Local Communities: To build the capacity of grassroots communities—particularly those in high-risk zones—through targeted training, awareness programs, and resource allocation, empowering them to act as effective first responders.
  • Mainstream Risk Reduction: To integrate disaster risk reduction (DRR) and climate change adaptation strategies into the broader developmental planning and policy frameworks of the Uttarakhand Government.
